Deputy Director (Organization Development)

About the role

Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA), which is being set up as a strategic national initiative to strengthen Pakistan's agri-trade ecosystem through better regulation, facilitation and modernisation of food safety and trade processes. The Deputy Director (Organization Development) reports to the Director Human Resource & Administration and leads the design, implementation and governance of NAFSA's learning and development framework, building a competent, inspection-ready and future-ready regulatory workforce. The workplace is on site.

Key responsibilities

• Lead organizational development initiatives such as job architecture, role clarity, organization design reviews and updates, and change management support aligned with NAFSA's mandate.
• Develop, update and operationalize HR/OD policies, SOPs and governance frameworks to strengthen organizational effectiveness, decision rights and accountability.
• Support workforce planning, competency framework development, succession planning and job evaluation/job grading, and engage with Wings and Directorates to diagnose structural or process gaps.
• Support performance culture initiatives, change enablement programmes and communication and engagement interventions.
• Prepare OD dashboards, analytical reports and management briefs (headcount structures, span of control, capability gaps, workforce risks, implementation progress) for senior leadership and governance forums.
• Perform other duties assigned by the Director HR & Administration.

Required profile

• Master's or bachelor's degree (minimum sixteen years) in Human Resource Development, Human Resource Management, Organisational Psychology, Management, Public Administration or a related discipline.
• Minimum 8 years overall experience, including 5 years in OD, organizational design, HR policy or change management roles.
• Preferred: experience in job evaluation and competency frameworks.
