Deputy Director (Training & Development)

About the role

Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA), which is being set up to strengthen Pakistan's agri-trade ecosystem through better regulation, facilitation and modernisation of food safety and trade processes. Reporting to the Director Human Resource & Administration, the Deputy Director (Training & Development) leads the design, implementation and governance of NAFSA's learning and development framework, working with SAPW, OW and other technical wings.

Key responsibilities

• Lead the annual Learning & Development strategy, conduct training needs assessments and turn them into an approved Annual Training Plan with priorities and budgets
• Set up learning governance: approval workflows, nomination criteria and documentation standards
• Design and deliver technical, regulatory and managerial training, including SPS capacity building with SAPW and OW, and induction programmes for new and transferred staff
• Develop competency frameworks and role-based learning pathways and certification roadmaps for inspectors, scientists, technical staff and managers
• Link training with performance management and succession planning, and set up measurable KPIs and evaluation mechanisms
• Maintain training records and certifications, report on coverage, outcomes and budget, and identify capability gaps
• Coordinate professional certifications, study visits and external development, and monitor return on investment and retention risks
• Support the annual training budget, evaluate vendors and ensure compliance and value for money

Required profile

• Master's degree (minimum 16 years of education) in HRD, Education, Management, Public Administration or a related discipline (HEC-recognized)
• Professional certification in Learning & Development (e.g. CIPD, SHRM) is an advantage
• At least 8 years of relevant experience in training design, organizational learning, capacity building or HR development, including at least 4 years in a supervisory or managerial role
• Demonstrated experience designing technical training for specialized or regulated sectors is preferred
