Finance Manager (Public Sector)

About the role

The Higher Education Commission (HEC) of Pakistan is seeking a Finance Manager to lead financial planning, budgeting, and audit functions across its education programmes. This senior position ensures compliance with government financial standards while supporting strategic decision‑making.

Key responsibilities

• Oversee all financial operations, including budgeting, reporting, and auditing.
• Prepare and analyse financial statements, expenditure summaries and forecasts.
• Ensure compliance with government accounting rules and public‑sector regulations.
• Manage payroll, payments and reconciliation processes.
• Coordinate with auditors and implement audit recommendations.
• Monitor project budgets and ensure efficient use of funds.
• Develop financial policies, procedures and internal controls.
• Provide financial insights to assist strategic and operational decisions.

Required profile

• Master’s or Bachelor’s degree (minimum Second Division) in Business Administration (Finance), Commerce or equivalent from an HEC‑recognised university.
• At least 7 years of relevant experience, including 5 years in a managerial role within a reputable public or private sector organisation.
• Strong understanding of public‑sector financial management, accounting systems and government budgeting.
• Excellent analytical, leadership and reporting abilities.
