Head of Proposals - Oil & Gas & Petrochemical Projects

About the role

Descon Engineering Ltd. is seeking a Head of Proposals to lead the end-to-end review and development of design engineering proposals for oil & gas, petrochemical and related industrial projects. This executive-level role takes full ownership of proposal quality, competitiveness and profitability, and drives winning strategies across LSTK, LTA and Direct Hire agreements.

Key responsibilities

• Lead the end-to-end review of engineering proposals, validating scope, design bases, deliverables and man-hour estimates for technical accuracy.
• Formulate winning bid strategies with Business Development, Finance and Engineering leadership, assessing margins, pricing assumptions and long-term business impact.
• Evaluate strategic fit, commercial returns and delivery feasibility to recommend bid/no-bid decisions to executive management.
• Identify contractual, commercial and technical risks early and work with Legal and Contracts on assumptions, exclusions and mitigation plans.
• Lead technical and commercial discussions with clients during bid stages and ensure cross-functional alignment.
• Mentor and develop proposal and design teams while ensuring adherence to DIMS, QA/QC and QHSE standards.

Required profile

• Bachelor's or Master's degree in Chemical, Mechanical or Process Engineering.
• Minimum 15+ years of experience in proposal development, design engineering and bid management within petrochemical or oil & gas.
• Proven ability to evaluate commercial risk and negotiate contracts.
• Demonstrated leadership, team management and stakeholder engagement skills.
