Human Resources Manager

About the role

The Human Resources Manager will lead all HR and administrative functions for Pakistan Agriculture Research (PAR) across two office locations. This single-seat role covers the full employee lifecycle, from recruitment to off‑boarding, and combines strategic policy work with hands‑on operational execution.

Key responsibilities

• Develop and execute end‑to‑end recruitment plans, manage job ads on Rozee, LinkedIn and Indeed, and oversee internship and Management Trainee Officer programs.
• Own the complete employment lifecycle: drafting contracts, offer letters, onboarding, off‑boarding, and coordinating orientation and training schedules.
• Manage attendance, leave balances, payroll inputs, and resolve payroll queries while ensuring payroll accuracy.
• Address employee grievances, handle disciplinary actions, and maintain audit‑ready documentation.
• Administer compensation and benefits, including salary structures, increments, loyalty fund, and statutory compliance (EOBI, PESSI, labor law).
• Draft, update, and implement HR policies and coordinate with the Head of Technology on InfoSec policies.
• Conduct performance management activities, including probation reviews, annual appraisals, and KPI development.
• Maintain organizational charts, identify training needs, manage exit interviews, and organize employee engagement initiatives.
• Oversee administrative needs such as IT equipment, office supplies, biometric systems, and office logistics across both locations.

Required profile

• Proven experience managing full‑cycle recruitment and talent acquisition.
• Hands‑on experience with HR operations, onboarding, off‑boarding, and payroll coordination.
• Knowledge of statutory compliance in Pakistan (EOBI, PESSI, labor law).
• Experience drafting and implementing HR policies and handling employee relations.
• Ability to manage performance appraisal processes and develop KPIs.
• Strong organizational skills to oversee administrative and facilities functions across multiple sites.
