Human Resources & Operations Manager

About the role

The Human Resources & Operations Manager is a senior, hands‑on position responsible for leading Ipas Pakistan’s HR function while overseeing core operational services such as IT, procurement and administration. The role partners directly with the Country Director and senior management to align people, systems and services with organisational priorities.

Key responsibilities

• Provide strategic, evidence‑informed HR advice to senior leadership, covering workforce planning, talent acquisition, performance management, learning, safeguarding and staff wellbeing.
• Ensure end‑to‑end people management processes are compliant, efficient and aligned with local labour law, donor requirements and global People & Culture policies.
• Promote a positive, gender‑inclusive organisational culture grounded in feminist principles, diversity, health and safety.
• Oversee procurement, IT and administration functions to guarantee secure, compliant and value‑for‑money country‑office operations.
• Strengthen operational systems, internal controls and reporting mechanisms while maintaining cost‑effectiveness.

Required profile

• Significant senior‑level HR experience, including talent acquisition, performance management, employee relations and HR policy development.
• Demonstrated ability to advise and partner with senior leadership on strategic people matters.
• Strong knowledge of Pakistani employment legislation and donor compliance requirements.
• Experience overseeing procurement, IT or administration functions in a complex, multi‑stakeholder environment.
• Proven analytical and change‑management skills, with a track record of building high‑performing, inclusive workplaces.
