National Consultant – Learning & Innovation Programme (Pakistan)

About the role
The United Nations Office on Drugs and Crime (UNODC) seeks a National Consultant to support the Learning & Innovation Programme in Pakistan. The consultant will ensure the technical robustness of the SPARK eLearning platform and oversee the localization and rollout of digital learning resources for law‑enforcement agencies.
Key responsibilities
- Conduct a comprehensive technical review of the SPARK platform, covering server functionality, LMS configuration, mobile app performance, offline synchronization, and content integration.
- Provide technical advice on new digital applications and support internal digitalisation processes of partner institutions.
- Review, update, and enhance digitalisation guidelines developed by the Learning & Innovation Programme.
- Finalize Urdu‑localized eLearning modules, incorporate pilot feedback, ensure linguistic, pedagogical, and technical quality, and upload them to the platform.
- Coordinate with the UNODC development team to offer technical guidance, troubleshoot issues, and maintain consistent content management across Pakistan‑specific and global SPARK platforms.
- Support planning and implementation of the national rollout, liaise with eLearning centres, verify readiness, train site managers, and facilitate knowledge transfer.
- Provide helpdesk and operational support guidance to ensure smooth functionality and user support during and after deployment.
Required profile
- Proven experience in technical review and support of eLearning or digital learning platforms.
- Familiarity with LMS configuration, mobile application performance testing, and offline synchronization mechanisms.
- Ability to work remotely from Islamabad while coordinating with international teams.
- Strong communication skills in English and Urdu for module localization and stakeholder engagement.
