Programme Specialist (Risk & Safeguarding)

About the role

The Programme Specialist (Risk & Safeguarding) supports UNICEF’s integrated risk management framework in Pakistan. Reporting to the Risk Manager (Safeguarding), the incumbent provides technical assistance to programme and operations teams to ensure compliance with Social and Environmental Safeguards (SES) and safeguarding standards, including Prevention of Sexual Exploitation and Abuse (PSEA).

Key responsibilities

• Assist in the development, implementation and monitoring of SES and PSEA policies across programmes.
• Conduct partner safeguarding assessments and advise on risk mitigation measures.
• Support the Harmonized Approach to Cash Transfers (HACT) and Programme Implementation Risk Management processes.
• Contribute to the continuous improvement of UNICEF’s corporate regulatory framework and business continuity plans.
• Provide technical guidance to field teams on safeguarding and risk‑related issues.

Required profile

• Advanced university degree in social sciences, public health, international development or a related field.
• Minimum of 5 years of professional experience in risk management, safeguarding, or related programme implementation.
• Demonstrated experience working with UN agencies or international NGOs in a risk or safeguarding context.
• Strong analytical and reporting skills with the ability to work across multiple stakeholders.

Required skills

• Knowledge of Enterprise Risk Management (ERM) principles.
• Familiarity with Social and Environmental Safeguarding (SES) standards.
• Understanding of Prevention of Sexual Exploitation and Abuse (PSEA) frameworks.
• Experience with risk assessment tools and mitigation planning.
