Project Procurement Analyst

About the role

The UNDP Rule of Law Programme in Pakistan is strengthening the rule of law and equal access to justice and security services, especially for women and marginalized groups, across Khyber Pakhtunkhwa, Balochistan and Islamabad Capital Territory. The Project Procurement Analyst provides procurement planning, coordination and management support for programme activities, facilitating transparent, competitive, timely and value-for-money procurement of goods, services, works and specialized technical expertise in line with UNDP procurement policies and procedures. The role reports to the Project Operations and Finance Analyst.

Key responsibilities

• Prepare, update and monitor the programme procurement plan, and advise on procurement strategies, methods, sequencing, timelines and documentation.
• Identify early procurement needs and dependencies so they can be met within programme schedules.
• Coordinate the preparation of procurement documentation, including requisitions, solicitation documents, evaluation criteria, terms of reference, statements of work and technical specifications.
• Manage and facilitate solicitation processes for goods, services, works and consultancy, and coordinate responses to bidder queries, pre-bid meetings and site visits.
• Support bid and proposal evaluation, including evaluation panels and technical and financial evaluations, and prepare award recommendations.
• Coordinate contract award, maintain an overview of contracts, purchase orders and milestones, and support contract administration such as amendments and extensions.
• Monitor procurement and contractual timelines and follow up on pending actions; monitor vendor and contractor performance.
• Maintain segregation of duties, confidentiality, fairness and transparency throughout procurement.
