Consultant – Local Adaptation Plans of Action (LAPAs)

About the role

The International Rescue Committee (IRC) is seeking an experienced consultant to lead the participatory development of Local Adaptation Plans of Action (LAPAs) for Swat and Buner districts in Khyber Pakhtunkhwa, Pakistan. The consultancy will support the “Enhancing Climate Resilience and Sustainable Ecosystems” project funded by the Global EbA Fund and overseen by IUCN.

Key responsibilities

• Facilitate inclusive stakeholder workshops to identify climate risks, vulnerabilities and adaptation priorities.
• Conduct evidence‑based assessments of flood, glacial lake outburst, land‑degradation and ecosystem threats.
• Draft district‑level LAPAs that are gender‑responsive, community‑owned and aligned with Pakistan’s National Adaptation Plan, NDCs, SDGs and provincial climate action plans.
• Coordinate with district authorities to integrate LAPAs into Annual Development Plans and ensure institutional adoption.
• Prepare technical reports, data visualisations and final submission documents within a 10‑12‑week timeframe.

Required profile

• University degree in environmental science, climate change, development studies or a related field.
• Proven experience in climate‑adaptation planning, preferably in South‑Asian contexts.
• Demonstrated ability to work with diverse community groups, including women, youth and forest‑dependent households.
• Strong analytical and report‑writing skills with attention to gender and inclusivity.
