Executive Director, People & Culture

About the role

The Executive Director – People & Culture provides strategic leadership for the Authority’s human capital agenda, aligning people strategies with the Pakistan Digital Authority Act and the Digital Nation Pakistan framework. Reporting to the CEO, the role drives the creation of a high‑performing, inclusive and values‑driven organization.

Key responsibilities

• Develop and implement the Authority’s People & Culture strategy in line with corporate and statutory priorities.
• Lead workforce strategy, talent acquisition, performance management, compensation, learning and development, and employee engagement.
• Oversee organizational design, restructuring, change management and succession planning.
• Establish governance frameworks to ensure compliance with laws, regulations and internal policies.
• Provide HR risk management, workforce analytics and present strategic insights to senior management and the Board.

Required profile

• Extensive senior‑level experience in human resources, organizational development or related fields.
• Proven ability to design and execute people strategies that support innovation and institutional growth.
• Strong advisory skills to support the CEO on strategic human capital matters.
• Demonstrated experience in leading large, diverse teams and fostering a high‑performance culture.
