Program Manager - Donor (Female)

About the role

Secours Islamique France (SIF), an international NGO providing humanitarian assistance and development aid in Pakistan since 2010, is recruiting a Program Manager - Donor (female). The role covers strategic business development, donor engagement, proposal development and compliance, and requires a Master's degree and 5-8 years of experience in fundraising and donor relations.

Key responsibilities

• Develop annual resource mobilization plans and funding targets aligned with the Country Strategy, monitor the funding pipeline and build the capacity of program managers and technical teams in proposal development and donor compliance.
• Build relationships with institutional donors (ECHO, USAID, UN, FCDO, BMZ, AHF, foundations, corporate CSR) and represent SIF in donor meetings, clusters and working groups.
• Lead end-to-end proposal development for SIF and donor-funded projects, using Theory of Change, results frameworks and outcome mapping, and integrate MEAL frameworks, safeguarding, gender, inclusion and climate resilience measures.
• Validate proposal budgets against donor rules, document impact assessments and needs assessments, and conduct monthly field visits to collect data and case stories.
• Maintain a BD dashboard and opportunity pipeline, prepare quarterly BD performance reports, and document lessons learned and successful proposal approaches.

Required profile

• Master's degree in Development Studies, Social Sciences, Economics, Public Policy or a related field.
• 5-8 years of experience in fundraising, donor relations or business development in the humanitarian/development sector.
• Proven experience writing successful proposals for major donors (NDRMF, UN, ECHO, FCDO, EU).
• Strong analytical, research and English writing skills, and a strong understanding of donor compliance and BD processes.

Required skills

• End-to-end proposal development, donor-compliant budgeting, logical frameworks and Theory of Change.
• Knowledge of institutional donors (ECHO, USAID, UN, FCDO, BMZ, AHF) and their compliance requirements.
• Proficiency in MS Office, project management tools and dashboards for tracking pipelines.
• Needs assessment, stakeholder mapping, market analysis and technical writing.
