Proposal Developer

About the role

Cynosure, an international development consultancy serving clients such as the UN agencies, the World Bank and other donors, is looking for a Proposal Developer in its Islamabad office. The role leads the preparation of winning bids for global development tenders, covering themes such as climate change, renewable energy, governance, gender equality and environment. It suits professionals who want to become international consultants over the next 3-5 years.

Key responsibilities

• Under the guidance of a Quality Assurance Lead, review Terms of Reference, RFPs and programme documents, then draft and refine technical sections (methodology, project management, capacity statements) and coordinate financial proposals.
• Manage the full proposal process from opportunity tracking to submission, keeping proposals compliant and tailored to client needs.
• Guide expert identification and team structuring, and help Proposal Analysts tailor CVs and expert biographies.
• Carry out background research on client priorities, country and sector contexts and past performance, curate reference materials and use AI-based tools responsibly.
• Format proposal documents and create charts, infographics and other visuals.
• Mentor Proposal Analysts and Coordinators, share knowledge with colleagues and build reusable content libraries and templates.

Required profile

• Master's degree in Social Sciences, Business, International Relations, Development Studies or a related field; degrees from internationally recognized institutions are highly preferred.
• At least 2-3 years of experience in proposal development within an international development consultancy, NGO or donor environment.
• Ability to work independently and in a small team, handle multiple assignments and work overtime when needed.
• Reliable commute to the office.

Required skills

• Advanced Microsoft Word, good Excel and PowerPoint.
• Familiarity with Canva, Adobe Photoshop or Illustrator is an asset.
• Analytical, research, writing and editing skills, with attention to detail on tender documents.
