Finance Coordinator - Subaward Compliance

About the role

BrightSpyre is hiring a Finance Coordinator in Islamabad to support subaward compliance for Mercy Corps. The role covers regular financial monitoring of partners and sub-recipients, review of their financial reports, processing of disbursements and assistance with audits, capacity building and grant budgeting.

Key responsibilities

• Carry out regular financial reviews and monitoring visits to partners/sub-recipients to check that reported expenses meet donor and Mercy Corps standards under the subgrant agreements.
• Organise visits according to the pre-approved monitoring schedule and carry out compliance checks under the MC Subaward Financial Management Policy.
• Prepare financial monitoring visit reports in the prescribed template, share them with partners and follow up on corrective measures and recovery of disallowed costs.
• Review monthly and periodic financial reports so they match the approved budget and are error-free, and guide partners on accurate reporting.
• Process disbursements and record partner expenses in the Microsoft Dynamics (Navigator) financial system.
• Assist the line manager in partner due diligence and selection, and help facilitate grant audits and reviews.
• Analyse capacity gaps with the line manager and roll out approved capacity-building plans for partners.
• Initiate new subaward agreements and modifications, and help reconcile financial reports with program activity reports.
• Take part in budgeting for new grants, update the inventory list for year-end reporting, and file and archive subaward data properly.
• Report system weaknesses, procedural gaps and any misappropriation of funds to the supervisor and to MC Pakistan management.
