OSS Delivery Manager

About the role

The OSS Delivery Manager will lead large‑scale OSS transformation and run programmes for Tier‑1 telecom operators in the GCC/KSA region. This senior role oversees end‑to‑end delivery of fault management, field service management and service order orchestration solutions, ensuring alignment with TM Forum standards.

Key responsibilities

• Drive full lifecycle OSS programme delivery – design, build, integration, testing, go‑live and hyper‑care.
• Manage governance, milestones, RAID, quality assurance and executive reporting.
• Lead cross‑functional teams of architects, consultants, engineers, testers and external partners.
• Oversee implementation and integration of OSS platforms across FM, FSM and SOO ecosystems.
• Ensure compliance with TM Forum eTOM, SID, TAM and Open APIs.
• Maintain stakeholder relationships with client CIO, CTO, OSS and PMO functions.
• Monitor delivery performance against SLAs, KPIs, budgets and contractual commitments.
• Handle change requests, scope control, commercial governance and escalations.

Required profile

• 15+ years of telecom OSS/IT experience, including at least 7 years in delivery or programme management.
• Proven track record delivering OSS transformation or modernisation for Tier‑1 operators.
• Strong understanding of TM Forum frameworks (eTOM, SID, TAM, Open APIs).
• Experience with telecom operators in the GCC/KSA region is highly preferred.
• Bachelor’s degree in Telecommunications, Engineering, Computer Science or related field; relevant certifications (PMP, Prince2, SAFe, ITIL, TOGAF, TM Forum) are a plus.

• REST APIs, Kafka, JMS, NETCONF/YANG, SNMP, telemetry frameworks.
• Cloud‑native, API‑first architecture and DevOps‑led OSS transformation.
• Deep knowledge of mobile, core, IP/MPLS, optical, FTTx network domains.
