Telecom Engineer – PTA FLL Licensing Consultant (Part-Time)

About the role

MNA Telecom is seeking a qualified Telecom Engineer to act as the lead technical consultant for its Fixed Local Loop (FLL) license application with the Pakistan Telecommunication Authority (PTA). This part‑time, project‑based role will involve preparing the technical submission and may evolve into a senior network leadership position after the license is granted.

Key responsibilities

• Serve as the named key technical person in the PTA FLL license application.
• Finalize network architecture (core, switching, transmission, GPON/FTTH) and produce layout plans and diagrams.
• Prepare equipment plans with make/model and end‑of‑life status, including PTA type‑approval documentation.
• Develop a rollout plan covering four districts/tehsils to meet FLL license obligations.
• Create a CTDISR 2020 compliance plan.
• Appear before PTA for technical clarifications or interviews if required.

Required profile

• BSc/MSc in Telecommunication, Electrical, or Electronics Engineering (PEC registration preferred).
• Experience with a licensed telecom operator (e.g., PTCL, LDI/LL licensee) covering voice switching, interconnection, and access networks.
• Working knowledge of PTA licensing framework, FLL/LL obligations, and type‑approval regime.
• Availability for the duration of the application process and willingness to be formally named in the submission.
